The Underlayment protects the liner from sharp things. It is typically installed outside the pond, but will not hurt if it is installed inside the pond as well. When you dig the hole, there will be something rough left in the bottom, and when you put rocks in the pond you will rub the liner between a rock and a hard place. Do not use a thick cushion under heavy rocks; it could allow too much movement and cause the liner to stretch under the heavy rock. If you think the liner needs more protection from the heavy rock, add a scrap piece of liner under the rock and on top of the pond liner.
This six-ounce non-woven geotextile polyethylene fabric is three-dimensional, so it allows gases that might form under the liner to escape. Underlayment is easier to install than other things like newspaper. (Do not use sand, it does not work on vertical walls and is too soft on flat areas) Pond Underlayment - Customize Your Length
